وقع الدكتور لؤي الخير الله مذكرة نفاهم مع شركة VOICE ONE DIRECT حول بناء مجمع سكني في قضاء الرفاعي على مساحة 300 دونم وتم النقاش على كافة الخدمات الأساسية التي سيتضمنها المجمع السكني وأفاد المدير المفوض للشركة ان شركته ترغب أيضا في بناء معمل الكونكريت الجاهز في المحافظة . ومن الجدير بالذكر ان الشركة قد زارت الهيئة في وقت سابق للاطلاع على المشاريع الاستثمارية المعلن عنها في المحافظة .
